    Established in February, 1951, Shanghai Federation of Industry & Commerce (also known as Shanghai Chamber of Commerce) is a NGO founded by the local business community. The organization acts as a bridge between the government and the private sector and an assistant helping the government manage the affairs concerning the private sector. Its main functions include: on behalf of the local business community, especially private businesses, participating in the political consultation on the major political, economic and social issues of Shanghai Municipality; assisting the Shanghai Municipal Government in managing the affairs concerning the private sector and accomplishing the relevant assignments from the government; exerting its functions and duties of being a local chamber of commerce, claiming and protecting the legal rights of its members and providing various services for its members; and promoting the connections, friendships and mutual development with industrial and commercial organizations and individuals of the business circles of the countries throughout the world.

＋Corporate Unit of Shanghai Enterprise Confederation＋
    Shanghai Enterprise Confederation (Shanghai Entrepreneurs Association) is a municipal-level juridical association registered in Shanghai Administration Bureau of NGOs. In 2003, in order to strengthen the leadership and improve the efficiency of the Confederation, it merged and restructured with Shanghai Entrepreneurs Association. After the restructuring, the organizations still kept the two official names while working under one board of directors and one operating system. Under the guidance of Deng Xiaoping theory and “Three Represents,” the NGO provides multiple services for enterprises and entrepreneurs (employers) by the law, protects their legal rights, promotes self-discipline and legitimacy among them and acts as a bridge in coordinating the relations among the government, enterprises and society and between employers and employees, devoting itself to the cultivation of influential enterprises and entrepreneurs.
